Owner control-plane prototype. Phast now lives in matcha/phast and is served from the Teahub Gitea/Pages machine instead of the shared Boring runtime.

Control-plane readiness

The previous runtime-backed mutation path has been retired. A live MCP/control backend should be reintroduced only from the canonical Phast source, not by embedding it in Boring.
