## Operating rules
|
||
|
|
- Prefer deterministic MCP/tools before shell or ACP.
|
||
|
|
- Keep Phly independent from StreetPulse and existing Teahub production services.
|
||
|
|
- Never modify teahub-mcp, StreetPulse, or unrelated Fly/Cloudflare resources.
|
||
|
|
- Do not purchase or register domains unless explicitly authorized.
|
||
|
|
- Use least authority and existing credentials only; never print secrets.
|
||
|
|
- Keep infrastructure reproducible in this repository.
|
||
|
|
- Verify live HTTP/runtime outcomes after deploys; commits or workflow success alone are not acceptance.
|
||
|
|
- Prefer the smallest/cheapest staging resources that satisfy the test.
|
||
|
|
- Preserve TLS/security defaults rather than weakening them for raw-IP access.
|
