+Phly is an isolated staging project for boring website hosting experiments.

+## Operating rules
+- Prefer deterministic MCP/tools before shell or ACP.
+- Keep Phly independent from StreetPulse and existing Teahub production services.
+- Never modify teahub-mcp, StreetPulse, or unrelated Fly/Cloudflare resources.
+- Do not purchase or register domains unless explicitly authorized.
+- Use least authority and existing credentials only; never print secrets.
+- Keep infrastructure reproducible in this repository.
+- Verify live HTTP/runtime outcomes after deploys; commits or workflow success alone are not acceptance.
+- Prefer the smallest/cheapest staging resources that satisfy the test.
+- Preserve TLS/security defaults rather than weakening them for raw-IP access.
