No model judgment. Seed repos + deterministic GitHub repo discovery → rejected issues → explicit score → ranked raw candidates.
Promotion score: __THRESHOLD__. Raw shows every scored rejected-demand candidate; the threshold only marks what qualifies to graduate upward. Score = rejection + recency + engagement + externalizability + repository activity/scale/issue surface. Same inputs, same ranking.
