Since time#116 the seats' verdicts are real Gitea reviews (by haiku, opus, ...), not issue comments. tea_issue_comments does not return reviews, so an attended session cannot read why haiku objected to a PR without a browser (the CEO had to fetch the PR's web page to read two objections this morning).
Add tea_pull_reviews(repo, number): GET /repos/{owner}/{repo}/pulls/{index}/reviews, returning for each review the user, state (APPROVED / REQUEST_CHANGES / COMMENT), submitted_at and body, oldest first; include the review's inline comments (/reviews/{id}/comments) when there are any.
Read-only, bounded like the other list tools (limit/page).
mcp/ is FastMCP; follow the shape of tea_issue_comments. Bump the server version and the CHANGELOG line.
DONE: PR open; the tool is in the server's tool list with a test against a fake Gitea response; CI green.
