Grounded in the 2026-10-14 skills research: unaided skill triggering fires about half the time, curated skills help on average but generic ones often add nothing on strong models, and the trust that holds comes from gates (evals, pinned upstream refs, sandboxes), not from the prose. Claude Code doesn't read .agents/skills/, and Time's seats are plain API calls, so routing has to live in a file every seat can read.
