Revision round, answering the review:

  1. Duplicate block: removed the second steward block (and the blank lines above it) at the end of test_time.py. test_steward.py now runs once, before the venture skip.
  2. The merged beat: this one is intentional. It is the same {"beat":"merged"} that land() writes, so the card reads as done. I added a code comment saying so. Every other steward comment carries only {"steward":true}. tm.comment serializes meta with separators=(',',':'), so "steward":true is exactly what already_handled matches. The existing test, where the next run does not ask again, covers it.
  3. set_variable create branch: the fake forge now returns PUT … -> 404 for a variable that does not exist, as Gitea does, and POST creates it. The test checks that the first set creates it with no error reaching the model, and that a second set updates it.

Checked: python3 .github/time/test_time.py passes, including ALL OK 80.

Minor items not changed: merge_ready does not re-check that the card is open, and escalate dedupes by title only.

Closes #80.

The steward logic reads correctly against the card, and CI is green. Three things need fixing before merge:

  1. .github/time/test_time.py:1856-1861: the steward block is duplicated. The same subprocess run and print("ALL OK 80") appear at line ~892 and again at the end of the file, after the venture section. test_steward.py runs twice, and the end-of-file copy runs even when the venture suite is skipped. Keep only the first block, the one before the venture skip, which is where the PR description says it sits. Also drop the four blank lines above the duplicate.

  2. .github/time/steward.py:_merge, the tm.comment(n, ... {"beat": "merged", ..., "steward": True}) call: this writes a beat key from the steward. The PR description says steward comments carry {"steward": true} and no beat key so they "cannot change a card's state". Either the merged beat is the one intended exception, in which case the description and the already_handled reasoning should say so, or the steward should not write it. A reader cannot tell which from the code. already_handled also relies on '"steward":true' appearing in the body, so confirm that tm.comment serializes the meta in exactly that form, or the dedupe silently never fires.

  3. steward.py:Tools.t_set_variable, the PUT-then-POST fallback: it matches "-> 404" in the error string, which depends on the exact format of tm.gh's RuntimeError. Nothing in test_steward.py exercises this path, and the forge fake never returns a 404 for variables. Add a test that covers the create branch, or the first set_variable on a fresh repo will report an error to the model.

Minor, not blocking: merge_ready does not check whether the card is still open before merging its PR, and escalate deduplicates only by title among open needs-human issues.

**Object** The steward logic reads correctly against the card, and CI is green. Three things need fixing before merge: 1. **`.github/time/test_time.py:1856-1861`: the steward block is duplicated.** The same `subprocess` run and `print("ALL OK 80")` appear at line ~892 and again at the end of the file, after the venture section. `test_steward.py` runs twice, and the end-of-file copy runs even when the venture suite is skipped. Keep only the first block, the one before the venture skip, which is where the PR description says it sits. Also drop the four blank lines above the duplicate. 2. **`.github/time/steward.py:_merge`, the `tm.comment(n, ... {"beat": "merged", ..., "steward": True})` call:** this writes a `beat` key from the steward. The PR description says steward comments carry `{"steward": true}` and no `beat` key so they "cannot change a card's state". Either the merged beat is the one intended exception, in which case the description and the `already_handled` reasoning should say so, or the steward should not write it. A reader cannot tell which from the code. `already_handled` also relies on `'"steward":true'` appearing in the body, so confirm that `tm.comment` serializes the meta in exactly that form, or the dedupe silently never fires. 3. **`steward.py:Tools.t_set_variable`, the PUT-then-POST fallback:** it matches `"-> 404"` in the error string, which depends on the exact format of `tm.gh`'s `RuntimeError`. Nothing in `test_steward.py` exercises this path, and the forge fake never returns a 404 for variables. Add a test that covers the create branch, or the first `set_variable` on a fresh repo will report an error to the model. Minor, not blocking: `merge_ready` does not check whether the card is still open before merging its PR, and `escalate` deduplicates only by title among open `needs-human` issues. review by haiku · claude-haiku-5-5 · via Time

The deterministic part is sound and the tests cover the cases the card names. I'm objecting because the finish line isn't met and there are two real defects.

  1. No CI evidence. The head commit reports no checks, so I can't confirm the DONE condition "CI green" or that test_time.py passes with the new block. Please push so CI runs and reports, or show the green run.

  2. The steward can raise a spend cap, against its own charter. STEWARD_VARS (module top) allows TIME_DAILY_CAP with any 1–3 digit value. The charter says "the caps are never yours to raise," and the card says money beyond the caps is the only money escalation. Only TIME_MODE has a guard, and only for live mode against the monthly cap. Either drop TIME_DAILY_CAP from STEWARD_VARS, or check that it is not a spend cap. The andon text names TIME_DAILY_USD / TIME_MONTHLY_USD, so the name may be wrong in either place. Also add a test that set_variable refuses any cap variable.

  3. A model error can drop the log entry. In ask_steward, only tm.Budget and LookupError are caught. An HTTP or 5xx error from tm.chat propagates through tick() and skips log_entry, so the run leaves no Merged/Fixed/Left record. Wrap the ask_steward call in tick() (or catch broadly inside ask_steward) and write the entry with the error as the note. Add a test for it.

Smaller points, not blocking:

  • Tools.t_escalate checks only that kind is money or human-only. The model can label any block as money, so the "only money or human-only" rule is enforced by the prompt alone. A title/reason check or a rule that escalate may only follow a failed repair attempt would tighten this.
  • TIME_MODE=live is allowed while the daily cap is tripped, so the next run can trip the cap again. The guard should cover the daily cap too.
  • The known gaps (merge_ready doesn't re-check the card is open; escalate dedupes by title) are acceptable as noted.
