Depends on: #1, Time smoke test: ready but no DONE (#2)
On heartbeat/dispatch, compute cards whose Depends-on cards are all merged
Start up to TIME_PARALLEL of them at once instead of strict one-at-a-time chaining
Preserve serial behavior when TIME_PARALLEL=1
Add tests for dependency gating (blocked card not started) and the concurrency cap (never more than cap running)

Part of #242 (step 3/5). Depends on #244.

DONE: A spec with independent cards has more than one card building at once and never more than TIME_PARALLEL; tests cover gating and the cap.
