plugins: add webamp, the first Teahub plugin

A Winamp-style player docked on every page, fed by gandora's playlist.json
(falls back to a demo track). Installed on prod under /data/gitea:
templates/custom/footer.tmpl (appended) and public/assets/plugins/webamp/.
