DONE: A card PR with green CI is reviewed within 5 minutes without waiting for the heartbeat; a test simulates the check-completion event and asserts exactly one review is enqueued.
- No dependencies; can run side by side with the scheduler work
- Add a handler on check_run/status (or workflow_run) completion: when a card PR's required checks succeed, enqueue the reviewer immediately
- Alternatively dispatch a short follow-up from the worker run to trigger review
- Dedupe so multiple check events for the same PR don't spawn duplicate reviews
- Keep the hourly heartbeat as the fallback path
