Adds quc/: a dependency-free Cloudflare Worker serving the responsive app shell (system font stacks, chair-in-the-corner SVG motif, live health indicator) and GET /api/health. Scripts: npm start (local), npm test (3 node:test tests), deploy.py (uses .github/time/cloudflare.py, deploys Worker time-quc to quc.yolopreneur.lol, then polls /api/health). Checked: npm test passes, dev server answers /api/health and / locally, deploy.py compiles. NOT run: the real deploy (needs CLOUDFLARE_API_TOKEN, listed as missing in SECRETS.md) and no phone/desktop browser check.
Workflows are off-limits for workers, so the CI/deploy workflow isn't added. The YAML to add is in quc/README.md, along with a one-line addition to ci.yml.
