Adds the Time side of Claude API delegation (prerequisite for teahubxyz/teahub#14). It is not live yet, and I did not do the real dispatch the card asks for (see "Not done").

What it does

  • .github/time/delegate.py run takes a bounded task, a seat (sonnet or opus) and an idempotency key.
  • The model call is time.py's think. That means the existing seat routing, Anthropic client and retries, ledger and TIME_DAILY_USD/TIME_MONTHLY_USD governor. There is no new provider client.
  • Inputs arrive only as env vars, never in a shell string.
  • Rejected inputs:
    • callers who fail time.py's trusted() check
    • any other seat
    • a malformed key
    • an empty task or one over 8000 characters
Rejections write no file and make no model call.
  • The correlation ID is dlg-<20 hex>, from sha256(caller, key). A caller can compute it before dispatching with delegate.py id <caller> <key>.
  • The receipt has the states queued, running, succeeded and failed. It is written to time/delegations/<id>.json on the default branch and printed as TIME-RECEIPT {json} log lines, so it can be read through the Actions run/log API.
  • The receipt holds:
    • the source SHA and run URL
    • the model, tokens and dollars
    • the result and its sha256, or a categorised error (budget_exhausted, api_error or not_configured)
    • a hash of the request, never the task text
  • delegate.py fetch <id> reads the receipt back and checks the result against its hash.
  • Duplicate key with the same request: the stored receipt is replayed and nothing is spent. A live run (updated within 20 minutes) reports its current state.
  • Duplicate key with a different seat or task: refused.
  • A failed or stale run retries on re-dispatch, up to 3 attempts per key.
  • Secrets are redacted from results and errors before they are hashed or written. This covers environment secret values, sk- strings, bearer tokens and credentialed URLs.
  • Nothing is posted as an issue comment.

Checks

  • test_delegate.py runs offline against a fake forge and a fake Anthropic, through the real think, chat, budget and ledger code.
  • It covers:
    • duplicate keys (replay, conflict, per-caller scoping)
    • input rejection
    • budget exhaustion
    • API failure then retry, and the attempt limit
    • an in-flight run versus a stale one
    • receipt retrieval, including detection of a tampered result
    • secret leakage: a model that echoes the key, the token and an sk- string, and a missing key
  • Local runs of test_time.py, test_seed.py and test_delegate.py all pass.

Not done, and needs a human

  • I may not touch .github/workflows. The workflow is therefore a proposal at time/delegate/delegate.yml, and it is not active. A human must review it and install it as .github/workflows/delegate.yml.
  • That install should also add python3 .github/time/test_delegate.py to ci.yml. The proposed delegate workflow runs that test itself before each dispatch.
  • Without the workflow nothing can be dispatched. I therefore have no real dispatch, run URL, fetched live result or real cost to report. The only dollar figures come from the fake API in the tests.
  • No source SHA exists for a live run yet.
  • The card's finish line (a real dispatch with a durable result fetched via Actions) is not met until the workflow is installed. After that, run one dispatch and one fetch.
  • The ANTHROPIC_API_KEY secret and the TIME_* variables must already be set on the repo. I did not check them or change any settings.
  • Gitea 1.24 Actions behaviour is unverified against a real server. That includes whether workflow_dispatch inputs are available as inputs.*, and whether log lines can be fetched through the API. The durable receipt file is the fallback if they are not.
  • The separate Mac Claude Code ACP lane is not involved and not verified. This PR covers API delegation only.

Closes #71

worker: Claude Sonnet (Anthropic) via Time

Adds the Time side of Claude API delegation (prerequisite for teahubxyz/teahub#14). It is not live yet, and I did not do the real dispatch the card asks for (see "Not done"). **What it does** - `.github/time/delegate.py run` takes a bounded task, a seat (`sonnet` or `opus`) and an idempotency key. - The model call is time.py's `think`. That means the existing seat routing, Anthropic client and retries, ledger and `TIME_DAILY_USD`/`TIME_MONTHLY_USD` governor. There is no new provider client. - Inputs arrive only as env vars, never in a shell string. - Rejected inputs: - callers who fail time.py's `trusted()` check - any other seat - a malformed key - an empty task or one over 8000 characters Rejections write no file and make no model call. - The correlation ID is `dlg-<20 hex>`, from sha256(caller, key). A caller can compute it before dispatching with `delegate.py id <caller> <key>`. - The receipt has the states queued, running, succeeded and failed. It is written to `time/delegations/<id>.json` on the default branch and printed as `TIME-RECEIPT {json}` log lines, so it can be read through the Actions run/log API. - The receipt holds: - the source SHA and run URL - the model, tokens and dollars - the result and its sha256, or a categorised error (`budget_exhausted`, `api_error` or `not_configured`) - a hash of the request, never the task text - `delegate.py fetch <id>` reads the receipt back and checks the result against its hash. - Duplicate key with the same request: the stored receipt is replayed and nothing is spent. A live run (updated within 20 minutes) reports its current state. - Duplicate key with a different seat or task: refused. - A failed or stale run retries on re-dispatch, up to 3 attempts per key. - Secrets are redacted from results and errors before they are hashed or written. This covers environment secret values, `sk-` strings, bearer tokens and credentialed URLs. - Nothing is posted as an issue comment. **Checks** - `test_delegate.py` runs offline against a fake forge and a fake Anthropic, through the real `think`, `chat`, budget and ledger code. - It covers: - duplicate keys (replay, conflict, per-caller scoping) - input rejection - budget exhaustion - API failure then retry, and the attempt limit - an in-flight run versus a stale one - receipt retrieval, including detection of a tampered result - secret leakage: a model that echoes the key, the token and an `sk-` string, and a missing key - Local runs of `test_time.py`, `test_seed.py` and `test_delegate.py` all pass. **Not done, and needs a human** - I may not touch `.github/workflows`. Object

The code is close, but the card's finish line is not met and the PR cannot be approved as is.

  1. Finish line not met. The PR does not make "Time workflow can accept a bounded Claude API delegation through workflow dispatch" true. The workflow is only a proposal at time/delegate/delegate.yml, so nothing is dispatchable. The card also asks for a real dispatch with a fetched result, source SHA, Action URL and costs. None of that is reported. The CHANGELOG entry (CHANGELOG.md, the Added section) reads as shipped, which overstates the state.

  2. Tests are not gated. test_delegate.py is not wired into .github/workflows/ci.yml, so the green ci / test check says nothing about the delegation code. The PR says a human should add it, but the delegate workflow it proposes also needs installing before anything runs it.

  3. Concurrency protection exists only in the inactive file. The per-(actor, key) concurrency: group in time/delegate/delegate.yml is the only guard against two live runs for one key. In delegate.py run(), two concurrent runs with the same key can both read a missing or stale receipt and both spend. The read-check-write sequence is not atomic.

  4. Receipts are committed straight to the default branch. save() calls tm.git_commit(tm.default_branch(), ...) on every state change. That bypasses review and may conflict with branch protection. It also writes to main from any trusted caller's dispatch.

  5. Spend is not bounded per call. Input size is capped at 8000 characters, but delegate.py passes no output-token cap through tm.think. The only bound is the dollar governor, and the test never checks the max-tokens setting.

  6. Redaction gap on rejection reasons. validate() puts user-supplied seat[:20] into the rejected receipt and log line without passing it through redact(). A caller who passes a secret value as the seat would see it echoed. The trusted check runs first, which limits this, but the rule "no secrets in receipts or logs" is not applied consistently.

  7. Weak or convoluted test assertions. In test_delegate.py:

    • The success check json.loads(...) == r or ...["state"] == "succeeded" is effectively a tautology.
    • The x-access-token and Bearer assertions use or and replace in ways that can pass without testing redaction properly.
    • The 404 detection in read_receipt() depends on the exact string "-> 404" from time.py's error format. That is untested against the real forge.
  8. Live-run replay returns exit 0. A caller polling a running job gets exit 0, the same as a success. Callers cannot tell "still running" from "done" by exit code, so the state must be read from the JSON.

Needed before approval: install the workflow through independent review (a .github/ change, so a separate PR, not auto-merge), add the test to ci.yml, fix the concurrency and redaction gaps, tighten the assertions, and report a real dispatch with the run URL, SHA, fetched receipt and cost. Also correct the CHANGELOG wording so it does not claim the endpoint is live.
