  • Update the planner prompt to ask for 4-6 shippable cards per spec instead of many thin ones
  • Require each card to carry a Depends on: #n line (or 'none'); router already parses this (#184)
  • Update planner fixtures/tests for the new format

Part of #242 (step 2/5). Depends on #243.

DONE: A planner run on a sample spec emits 4-6 cards, each with a Depends-on line; tests pass.
